Ukraine Permission Extension (UPE) Scheme – Everything You Need to Know

The Ukraine Permission Extension (UPE) Scheme is a new UK government initiative introduced on 4 February 2025. It allows Ukrainian nationals and their eligible family members, who are already in the UK under previous Ukraine visa schemes, to extend their stay for up to 18 months. This scheme replaces the Ukraine Extension Scheme, which has now closed, and consolidates all extension applications under one streamlined process.

Key Features of the Scheme

The UPE Scheme is free to apply for and provides a straightforward way for Ukrainians in the UK to remain legally for an additional 18 months. To be eligible, applicants must have previously received permission to stay under one of the Ukraine visa schemes, such as the Ukraine Family Scheme, Ukraine Extension Scheme, or the Homes for Ukraine Scheme.

Importantly, non-Ukrainian family members who were previously granted visas under these schemes may also apply. However, to qualify, individuals must be in the UK at the time of application. Those currently outside the UK are not eligible to apply and must explore alternative immigration options.

Eligibility Criteria

To successfully apply for an extension under the UPE Scheme, individuals must:

  • Hold a valid visa granted under a Ukraine Scheme.
  • Still reside in the UK, Guernsey, Jersey, or the Isle of Man.
  • Submit their application within 28 days before their current visa expires.
  • Apply from inside the UK.

Additionally, parents of Ukrainian children can apply for the extension, even if they are no longer in a relationship with a Ukrainian national. This ensures that families can remain together and continue receiving necessary support while in the UK.

Application Process

Applications must be submitted online through the UK government’s official website. Individuals must provide supporting documentation, such as proof of identity and legal residence, with certified translations where necessary.

It is important that applicants do not submit their applications too early—if an application is made more than 28 days before the visa expiry date, it may be rejected. Furthermore, applicants must remain in the UK while their application is processed. If they travel outside the UK or the Common Travel Area before receiving a decision, their application may be withdrawn.

Rights and Benefits Under the UPE Scheme

During the extension period, applicants will retain the same rights and benefits as under their previous visa permissions. This includes the ability to:

  • Work and study in the UK without restrictions.
  • Access NHS healthcare and other public health services.
  • Receive benefits and housing support, where applicable.

This means that Ukrainians under the UPE Scheme will continue to receive government assistance and have the security of legal residency while they remain in the UK.

Key Changes from Previous Ukraine Immigration Schemes

The Ukraine Extension Scheme officially closed on 4 February 2025, meaning that all visa extensions for Ukrainians now go through the UPE Scheme. Additionally, changes to the Homes for Ukraine Sponsorship rules have been introduced, ending the Permission-To-Travel (PTT) letters, which previously allowed individuals to travel to the UK without a visa. Now, all Ukrainian nationals must apply for a visa before entering the UK.
